With reference to my Confidential Despatch of
I the 22nd. February, 1916, submitting Ordinance No. 32 of 1915, have the honour to enclose a copy of a Despatch from His Britannic Majesty's Consul-General at Shanghai, dated the 15th. April, 1916, and a copy of my reply, dated the 10th. May, 1916. These Despatches deal with the point raised in the latter part of paragraph 2 of my
Confidential Despatch above referred to.

I take this opportunity of informing you that it' has not beenfound necessary to circulate any black lists to the shipping companies. As was stated on pages 6 and 7 of the Attorney- -General's Report on the above Ordinance, it was originally intended to circulate confidentially certain limited black lista with a view to keeping out black list cargo which might otherwise have been accepted inadvertantly by the shipping companies, but it has been found from experience that black list cargo is not coming into the Colony and there therefore appears to be no necessity for circulat- -ing such lists.
